SALARY: $68,527 - $112,000 (Pay Band 6)

DUTIES & RESPONSIBILITIES: Serves as the primary Data Warehouse Database Administrator and Developer for Virginia Employment Commission’s (VEC) data warehouse based systems (primarily SQL Server). Functions as the top-level technical expert or internal consultant on the most complex projects. Manages database administration, monitoring and compliance activities, participating in all phases of the project life cycle (Inception, Elaboration, Construction, and Transition) and ensuring confidentiality, integrity, and availability of all production databases and database systems. Maintains documentation of all databases, database systems, and related standards and procedures, ensuring it is complete, accurate and complies with customer business processes. Ensures data requirements are complete and accurately identified, and data architecture and data schemas are efficient and follow normalization rules within performance parameters and resource availability. Ensures database and database server activity logs and alerts are monitored and addressed; backups are maintained and monitored; recovery is tested for production databases; and security patches are applied appropriately. Oversees business application analysis, design, program coding, testing and deployment activities; writes effective and appropriate program code, incorporating meaningful naming and appropriate program functions and comments; successfully runs unit tests per module; ensures deployment plan is complete, deployment step and back-out procedures are followed, and adequate post-implementation testing is completed; notifies customers if disruptions in systems are to occur outside the scheduled maintenance window; and documents lessons learned. Performs organizational, on-call and strategic planning tasks to achieve timely service delivery to customers and meet business needs; conducts quality assurance reviews; makes recommendations that are consistently sound, relevant and appropriate; and provides leadership and training to less experienced analysts and developers.
MINIMUM QUALIFICATIONS: Extensive knowledge of and experience with large scale SQL Server data warehouses, databases and systems; data integrity, security, system analysis and design techniques; application development principles and practices; configuration management tools, database revision management and tools; database performance tuning; relational database design and various data warehouse schemas and their pros/cons. Strong interpersonal, oral and written communication, Information Technology (IT) design and development, and problem resolution skills. Demonstrated ability to function as a technical expert on complex databases, applications, systems, software and projects; provide technical support; support multiple IT projects; interact effectively in a team environment; work independently, typically with strict deadlines, heavy workloads and changing priorities; and recognize and prevent errors that can cause significant operational disruption and major costs.
PREFERRED QUALIFICATIONS: College degree from an accredited college or university with major course work in information systems, computer science, or a related field, or an equivalent combination of experience and training. Significant experience in data warehouse administration, database administration, system analysis, and application development processes. Experience with Oracle databases.
