The Annual Report provides detailed information on NASWA’s mission, organization, goals, activities and accomplishments during the 2012 association year. This document serves as a comprehensive resource for state workforce agency administrators and workforce agency employees to take full advantage of the benefits of NASWA membership.

The NASWA 2012 Annual Report highlights several accomplishments NASWA achieved in the 2012 association year, such as:

Effective Engagement With Congress and USDOL

Aside from educating lawmakers on the crucial role state workforce agencies play in administering unemployment insurance (UI) programs as well as the Workforce Investment Act, NASWA helped to advance a wealth of new policy initiatives contained in the Middle Class Tax Relief and Job Creation Act of 2012. For the first time, Congress provided $446 million so every state could offer reemployment services for claimants on Emergency Unemployment Compensation – otherwise known as EUC08.

Key Voice on Veterans Employment Issues

NASWA testified before the House Committee on Veterans Affairs describing how states were promoting the Veterans Retraining and Assistance Program (VRAP) and other important issues affecting Veterans.

Informing Policy with Timely Research and Reports

Conducting nine surveys, NASWA produced reports to Congress and USDOL on funding challenges affecting most states; dispelling the notion that states do not spend and obligate their funds, providing the most current information on UI Employer taxes and providing critical research for USDOL through NASWA’s state supplemental survey.

Expanding the National Labor Exchange (NLX)

The NLX – for the first time – expanded to all 50 states plus three territories connecting workforce agencies through a national job bank system averaging more than one million distinct and verified job listings daily.

Providing Advisory Services to States through ITSC's UI Subject Matter Experts

At the end of 2012 NASWA's technology arm, the Information Technology Support Center (ITSC), was managing about 12 projects.  Throughout the year, the ITSC sought the assistance of highly skilled IT professionals and seasoned project managers to provide support for these projects.

In addition to providing support for UI IT modernization, the ITSC relies on these UI subject matter experts to assist in other projects by providing their experience and knowledge of the UI program.

Expansion of the State Information Data Exchange System (SIDES)

The SIDES consortium – a key initiative aimed at preventing unemployment insurance overpayments-grew to 46 states.

Center for Employment Security Education and Research (CESER )

CESER finalized a report on the American Recovery and Reinvestment Act of 2009, funded by USDOL, and completed its work on the Healthcare Virtual Career Network, linking job seekers with the healthcare field.
