Location:  Richmond, Virginia

Salary:  $55,672 - $90,000

DUTIES AND RESPONSIBILITIES:  Provide effective management direction and leadership to the statewide Unemployment Insurance (UI) Tax program, including units and staff engaged in providing delivery of UI Tax services.  Ensure assigned functions are performed in accordance with policy and procedures and quality and promptness standards are met as required by the Department of Labor in the Tax Performance System (TPS) program.  Participate actively in the UI Modernization Project to ensure inclusion of integration of automated systems and business needs are met.  Monitor and review central office and field operations to ensure maximum effectiveness and consistency of tax operations; assure administrative activities and functions are timely and properly performed; work closely with staff and/or auditors to address audit issues; and develop and oversee implementation of training and other tools necessary for enhance performance.  Conduct research, analyze, and direct the resolution of tax, employer accounts, and billing issues; monitor activities and facts to determine agency responsibility and response; ensure agency activities are appropriate and timely and communications provide a clear explanation concerning laws, regulations, policies and procedures; and work closely with other liaisons to resolve issues.  Review reports to ensure information is reported, coded, tracked and processed accurately; identify problems and initiate corrective action, as necessary; work with Information Technology and program staff to address technological issues; and ensure activities comply with federal and state guidelines.  Initiate action to respond to new programmatic and legislative changes; recommend changes to improve performance; draft and oversee implementation of policies and procedures; respond to inquiries and audit issues; oversee  training activities; and serve as a liaison to Department of Labor (DOL, the UI Mod project, committees and task forces.

MINIMUM QUALIFICATIONS:  Knowledge of the Virginia Unemployment Compensation Act and related regulations, policies and procedures; DOL requirements related to tax and auditing program activities; auditing and quality assurance standards and techniques; accounting principles and practices; and technology applications (web-based and mainframe systems, PC-based operational systems and related software).  Strong interpersonal, leadership, problem solving, program management and evaluation, oral and written communication, and teambuilding skills.  Demonstrated ability to manage staff, administrative requirements (including risk management, human resources, and budget), and comprehensive programs; and develop and implement applicable methods and procedures; interpret UI  compensation law, policies and procedures; read, understand and recommend changes to automated files and processes; implement policies and procedures; interact effectively with diverse groups, including management, technical and non-technical staff, employers and customers; collect and analyze data; evaluate performance, recommend strategies to enhance performance and initiate corrective action measures; prepare reports and performance plans; identify needs and conduct training and presentations; contribute to a team environment; and communicate effectively orally and in writing.  Graduation from a college or university with major course work in accounting, business administration, public administration, or related field or an equivalent combination of training and experience.

PREFERRED QUALIFICATIONS:  Progressively responsible experience that provides an in-depth understanding of the Virginia Unemployment Compensation Act preferably in a supervisory or management position.
