The Director of Unemployment Insurance Benefits (UIB) has primary responsibility for delivery of unemployment insurance benefit services to a statewide constituency of employers and workers and is accountable for statewide service delivery of unemployment insurance benefits worth over $1 billion dollars to over two-hundred thousand Washingtonians annually. Reporting directly to the Commissioner of ESD, this position leads a division of 350 staff, with a budget of $25 million.

The Director – UIB is responsible for the following Division's business functions:

  • Claim Centers in Spokane and Lacey with intake, adjudication and related functions;
  • Special Programs: Shared Work, Training Benefits, Trade Readjustment Act benefits, the Special Wage and Benefits unit, Disaster Unemployment Assistance (when activated) and the Job Search Review Center;
  • Office of Special Investigations for UI identity claims and fraud management;
  • Technology systems required to support UI benefits operations; and
  • Training, development and continuous process improvement.

The Director – UIB develops strategic operating plans and determines how service will be delivered now and in the future.  This position provides leadership, continual process improvement, performance management, proper and effective delivery of operational business functions, and strategic human resources direction. In addition, this position contributes to the agency's mission of connecting employers and job seekers - supporting transitions to new jobs and empowering careers.



This position has primary responsibility for administering the Unemployment Insurance Benefit delivery system for the State of Washington and makes strategic decisions with broad organizational and customer impacts. Key functions of this position include:

  • Lead a team of managers that collaboratively allocates resources, determines operating policies, and shares decision-making for a large division that administers significant programs with statewide implications.
  • Create and sustain an engaged "Lean Organization" and culture and continuously improve processes through innovation and employee engagement.
  • Hold division managers/supervisors accountable for effective management and leadership of their respective staff members.
  • Provide business input to, management of and implementation support for a wide range of information technology endeavors, such as voice response systems, web applications, and large scale development projects and maintenance work.
  • Assure appropriate and optimum use of the organization's resources and enhance the effectiveness of employees through timely performance appraisal and professional development opportunities.
  • Implement and achieve strategic and customer service objectives associated with ESD's Customer First Initiative.
  • Maintain the highest standards of personal/professional and ethical conduct and support the state's and ESD's goals for a diverse workforce.




In addition to the following required qualifications, the ESD is looking for innovative candidates with demonstrated leadership competencies that include but are not limited to the following areas:

  • Successful experience modeling leadership and performance characteristics that promote professionalism, integrity, accountability and public service, and a cooperative, positive work environment.
  • Demonstrated skills in establishing and maintaining effective, positive working relationships with internal and external stakeholders.
  • Strong problem solving and analytical skills with the ability to understand and articulate complex policy issues to a wide range of diverse audiences.
  • Demonstrated understanding of business and government processes, including decision-making and accountability.
  • Demonstrated political astuteness with the ability to manage political situations and understanding political climates or issues that require timely, proactive and appropriate consultation or action.
  • A successful track record of developing and implementing long-term strategic direction for an organization.
  • Experience applying critical thinking and collaboration to solve complex problems. This includes the ability to understand complicated issues and make systematic and rational judgments based on relevant information.



Required Qualifications:

  • A Bachelor degree and five (5) or more years' of progressive management experience leading and supervising managers above first line supervisors.

Relevant experience will substitute for required education.

Desired Qualifications:

  • An advanced degree in business management, public administration, or law.
  • Executive level experience managing a large operation with geographically distributed locations.
