The Center for Employment Security Education and Research (CESER) is NASWA’s consulting arm. CESER includes a major subdivision, the Information Technology Support Center (ITSC). Together, CESER and ITSC are incubators for policy analysis, research, program management, and information technology.

CESER and ITSC staff, with support from other NASWA staff, currently are engaged in 13 projects, most of which are funded by the U.S. Department of Labor and are designed to address emerging challenges in workforce development and UI operations and policy. While NASWA and CESER staffers both manage and contribute to projects, most of the funding is contracted out to other subject matter and technical experts.
