Unemployment Insurance Resource Justification Model Update

NASWA's Administration and Finance (A&F), and Unemployment Insurance (UI) Committees hosted a webinar to update members on the status of the Resource Justification Model (RJM) revisions recommended by a joint A&F and UI workgroup. The RJM workgroup reviewed the current RJM process and made a series of recommendations to improve the ability of the data collected to reflect changes in the business model states use to manage their UI system, including an ever increasing reliance on information technology. The workgroup was also interested in reducing state reporting burden wherever possible. The webinar took place at 11:00 AM EDT, Friday, August 28th 2015. Staff from the USDOL, Office of Unemployment Insurance, provided the update.

UI Claimant Reemployment: Translating Recent Lessons Learned into a Permanent Federal Program

NASWA's Employment and Training (E&T) Committee, Subcommittee on Continuous Improvement, hosted a webinar titled "UI Claimant Reemployment: Translating Recent Lessons Learned into a Permanent Federal Program," on Tuesday, May 14, 2013 from 1:30 to 3:00 pm Eastern Time. The goal of the webinar was to provide NASWA members an opportunity to share recent experiences from planning and operating reemployment programs, and to consider the implications for Federal legislation. 146 attendees participated in the webinar.

SIDES State Discussion

NASWA hosted a webinar about the unemployment insurance (UI) State Information Data Exchange System (SIDES) and third-party administrators on Thursday, August 23, 2012 from 2:00 to 3:30 p.m. Eastern Time. Discussion centered on states experience so far with third-party administrators and the SIDES application. Thirty-one states participated on the webinar. Self-Employment Assistance

On Wednesday, August 1, 2012, NASWA hosted a webinar with Senator Ron Wyden (D-OR); Gay Gilbert, Administrator, Office of Unemployment Insurance, USDOL; Laurie Warner, Director, Oregon Employment Department and Stephen Wandner, PhD, The Urban Institute, on Self-Employment Assistance (SEA) programs. The webinar was well attended with over 65 participants representing 20 state agencies, the U.S. Department of Labor and several non-governmental organizations.

Self-Employment Assistance programs provide unemployed individuals financial support while they access the resources, information and training they need to get a business off the ground. States work with the individual participants to determine what training they need to help them succeed in the program. On February 22, 2012, the President signed into law the Middle Class Tax Relief and Job Creation Act of 2012 (P.L. 112-96). The new law amended Federal Unemployment Compensation law to extend the SEA program to the long-term unemployed receiving benefits under the Emergency Unemployment Compensation (EUC) and Extended Benefits (EB) programs. This is a further expansion of the SEA program, which began in 1993.
