State Workforce Agency CIOs' Top Priorities and Initiatives for 2025

NASWA’s Technology Committee has released its annual list of State Workforce Agency Chief Information Officers’ top priorities and initiatives for 2024-2025. Cybersecurity maintains its position as the top focus for safeguarding state systems and data. Artificial Intelligence (AI) has surged to the #2 spot, while new additions such as Accessibility and Digital Literacy reflect a growing emphasis on equitable service delivery and workforce readiness in a digital age.

Legacy Modernization and Identity & Access Management, though still significant, have shifted lower on the list as states prioritize Digital Government and AI projects. This evolving focus underscores efforts to enhance citizen experiences and create more inclusive and responsive services. Modernization remains a key initiative, as states work to replace or update systems in workforce and unemployment insurance programs. While progress varies, modernization is recognized as a continuous journey to address new technologies and dynamic challenges.
