Communications Directors' GUIDE to Completing the State of the Workforce Survey

This Guide will assist Communications Directors in completing the State Workforce Profile Survey for the State of the Workforce Report. Below are helpful suggestions to assist you in collaborating with others in your agency and state to compile the information needed to complete the survey.

 
Sections of the Survey

Labor Market Information (LMI) Data:

Coordinate with your LMI director to collect the following data points for 2018:

  • Year-over annual job growth:
  • Annual average unemployment rate:
  • Annual labor force participation rate:
  • Year-over average wage growth:
  • Top three industries for average annual job growth at the supersector level

  • Labor force education levels (percent of labor force age 25 and older) *Please use the U.S. Census Bureau, American Community Survey for these questions - 1 year estimate of most recent year data. 
    Step 1) Go to "Topics" on left: Select People > Education > Educational Attainment Tables. Step 2) Go to "Geographies" on left: Select State-040 > select your state > click button "Add to your selections" (close) Step 3) Click on Table: "Educational Attainment"

State Workforce Profile:

Coordinate with your Employment and Training/Workforce Development policy and procedure director to complete the following state profile elements:

  • State Workforce Agency (SWA) name:

  • Indicate WIOA Core programs administered by the SWA:
    • WIOA Title I. B: Adult, Dislocated Workers, and Youth
    • WIOA Title II: Adult Education and Literacy
    • WIOA Title III: Wagner-Peyser
    • WIOA Title IV: Vocational Rehabilitation
  • Indicate other programs administered by SWA:
    • Child Care, Economic Development, Labor Market Information, SNAP, TANF, Trade Adjustment Assistance, Unemployment Insurance, Veterans E&T Services, Wage & Hour, Workers Compensation
    • Others … (write any additional programs)
  • Workforce System Governance: Single state or Local Regions
  • Approval of Apprenticeships: Federal or State run

Sample communication you can send to your colleagues in LMI, UI, and Workforce:

"Greetings, we are working with the National Association of State Workforce Agencies (NASWA) and all 50 states & the territories to compile a new State of the Workforce Report that will be unveiled in September 2019. Each state & territory will have a two-page report showing labor market and unemployment insurance data, along with a state workforce profile and several state innovations. Below are the data points needed from your business unit to help us prepare this report. Please send them to me by Friday, May 3, 2019."
