2025 Legislative Priorities



WASHINGTON – The National Association of State Workforce Agencies (NASWA) has released its annual legislative priorities for 2025 on behalf of the nation’s state workforce agencies. These initiatives advocate for enhanced flexibility, investment, and alignment of workforce development; investment in labor market and workforce data insights; improvements to unemployment insurance; and support in technology infrastructure.

“If implemented, these legislative priorities represent a roadmap for Congress in the investment and flexibility of the public workforce system,” said NASWA President and CEO Scott B. Sanders. “They represent areas, outlined by our members, that are crucial to the continued economic prosperity, security and competitiveness of our nation.”

NASWA's 2025 Legislative Priorities include:

Workforce Development

Enhance federal funding; increase flexibility for states; enhance services to veterans and military spouses; align workforce with post-secondary, infrastructure and industrial investments; and promote economic mobility by reducing systemic barriers to successful outcomes.

Labor Market and Workforce Data Insights

Timely, local, and actionable data are needed to support effective public investments and program strategies.

Unemployment Insurance

Enable states to prepare for the next recession; support states in improving integrity strategies and increase flexibility for states.

Technology Infrastructure

Enhance flexible funding for ongoing technology support, maintenance and innovation; support shared services, open technology solutions and transparency; include state workforce agencies in national policy discussions on AI and the workforce.

These legislative priorities are published on behalf of the state workforce agencies and are developed in collaboration with members through NASWA’s 10 national policy committees, approved by the board of directors, and circulated to the membership.
