NASWA UI Committee Forms Workgroup to Address BAM Concerns
At its October 8, 2013 meeting in Rapid City, South Dakota, the Unemployment Insurance Committee formed a workgroup to address states’ concerns with the U.S. Department of Labor, Office of Unemployment Insurance, Benefit Accuracy Measurement (BAM) Investigative and Coding Guidance, UIPL 28-13.
The Chair of UI Committee, Bruce Madson, in a letter dated October 22nd to Director Gay Gilbert, strongly disagreed with some of the elements of UIPL 28-13. Chairman Madson requested the UIPL be withdrawn and that formal discussions be held with states to gain their input before the UIPL is reissued (or reconsidered with state input for UIPL 28-13, Change 1). While there were elements in the UIPL that clarified BAM policy, there were a number of points that created serious problems for states.
