Position Overview

We're searching for a passionate Technical Lead to join our team at NASWA's UI ITSC. You'll play a key role in shaping the Open UI Initiative, a project focused on designing inclusive and accessible unemployment insurance (UI) digital services for everyone through creating and validating technical standards and supporting an infrastructure to openly share ideas, specifications, code, and other intellectual property.

In this role, you will lead the technical effort for the Open UI Initiative at NASWA by providing strategic direction, guidance and support in relation to technical activities, as well as hands-on work in guiding the delivery of the Open UI Framework. Further, you will help make decisions that impact and improve how we shape and deliver our project to the benefit of those who administer and utilize the services of unemployment insurance programs nationwide.

Roles and Responsibilities

  • Spearhead the Open UI Framework’s technical vision and architecture.
  • Create the delivery strategy to formulate module specifications, data schemas, and interoperability protocols, and to define and develop future system modules.
  • Provide technical consultancy to oversee and assess partner contributions to the framework.
  • Collaborate with state and federal teams to understand current systems and co-design modular solutions.
  • Produce strategic documents and high-level architecture diagrams for various stakeholders.
  • Collaborate with NASWA’s Unemployment Insurance Information Technology Support Center (UI ITSC), regarding how the Open UI Initiative aligns with ongoing support for state modernization projects.

Competencies and Experience

Required

  • 7+ years of experience working in an agile, multidisciplinary team environment, with a proven track record of delivering impactful results.
  • Experience with legacy systems, integration methods, and cloud platforms (AWS, GCP, Azure).
  • Knowledge of data modeling and migration.
  • Proficiency in articulating technical requirements and delivering solutions.
  • Expertise in designing technical architectures and data standards.
  • Strong decision-making skills, with an emphasis on clear communication and feedback.
  • Excellent communication, collaboration, and influencing skills.
  • Ability to advise on and implement technical strategies.

Relevant Experience

Preferred

  • Continuous integration / delivery in theory and application.
  • Working across different organizations ranging in size from start-ups to large bureaucracies.
  • Understanding government systems and their unique technical needs.
  • Implementing SaaS integrations.

Education

  • Bachelor’s degree in computer science, computer engineering, or related field; or commensurate professional experience.

Job Details

Location: Remote / U.S. Based

Reports To: Director, UI ITSC

Term: Full Time

Salary Range: $125,000 - $145,000 commensurate with experience. (Please Note: NASWA is funded, in part, by multi-year grants. This position is funded through September 2026. After this date, the continuation of the position will depend on future funding.)

Travel: Occasionally required but would not exceed 10% annually.
