2019 International Workforce Development Week at NASWA

National Association of State Workforce Agencies (NASWA) is the national organization representing all 50 state workforce agencies, D.C. and U.S. territories. These agencies deliver training, employment, career, and business services, in addition to administering the unemployment insurance, veteran reemployment, and labor market information programs. NASWA provides policy expertise, shares promising state practices, and promotes state innovation and leadership in workforce development.

The Future of Work: How Will it Impact Regions and Cities?

The future is work is now and it is fundamentally transforming economies across the United States. This session will explore both domestic and international lessons for how local policy makers can help both people and places deal with the transition from an industrial to a digital economy.

Local Policy Opportunities Emerging from Automation and Digitalization

This session will explore how workforce development and training policies need to be reconfigured to be more responsive to changing in the workplace from automation and digitalization. It would explore different policy options for promoting lifelong learning at the local level.

Using Apprenticeships to Link Young People to Good Jobs - What Works and What Doesn’t?

Apprenticeships are often viewed as an effective training program to better link young people to good jobs. Given that young people are most vulnerable to changes in the future of work, it is important to consider how apprenticeships can be used to promote local economic development opportunities and meet employer demands for skills. This session will explore how apprenticeship are being used the United States and internationally to engage employers in training opportunities. MODERATOR

Managing Labor Market Changes Through Local Partnerships

In the United States, partnerships are a key governance tool to better connect state and local workforce development policies to the needs of the economy. The Workforce Innovation and Opportunity Act (WIOA) was designed improve coordination between and among agencies so that workers and job seekers have more seamless access to a system of high-quality career services, education, and training through the one-stop service delivery system. This session will examine workforce development governance best practices as well as international models of local partnerships that aim to better connect the employment and training system to key growth sectors of the regional economy.

Closing and Ways Forward

Participants will break out into three parallel workshops, each delving into the opportunities for a group facing substantial labour market and skills challenges.

The Changing Nature of Technology and its impacts on Public Employment Services

The changing nature of technology, and how this is reflected in technology, society and the labor market, is influencing how PES operate and develop. The objective of the panel is to discuss the main changes over the past few years to provide context to the current approaches, as well to set out anticipated future changes.

Keynote Speech by Willem Pieterson

Global trends and developments in the use of technology information to deliver Public Employment Services, including experiences and maturity of PES regarding the use of technology across OECD countries and LAC. The keynote address will also discuss broader trends and developments of other public and private sector organizations that could be relevant to PES.

How the Use of Data is Changing the Way Public Employment Services are Organized and Operate

The world of Public Employment Services is changing rapidly. Technological developments are creating new possibilities to collect and analyze data that have the potential to enable Public Employment Services to better serve their clients and improve performance. The objective of this panel is to discuss the possibilities and challenges regarding the use of data. How are PES using data? How are they sharing and integrating data within and between organizations? What are the current trends and developments? What are the risks and barriers they find? What is planned for the future?

How Technology is Changing the Way Public Employment Services are Organized and Operate

Developments like artificial intelligence, big data, automation, robotization and working ‘agile’ not only impact labor markets but also influence Public Employment Services role in society. The objective of this panel is to explore three trends that are already playing a role on how public employment services are organized and operate. The first trend is the initiatives using artificial intelligence and big data as a way to improve services and processes such as matching, profiling and performance management. The second trend is related to automation through the introduction of social robots. Several PES are looking into chat or conversational bots as means to improve service delivery as well as the efficiency of the organization. The last trend is to explore innovations and anticipate future technological developments through innovation labs or other environments where they can learn from technologies in a controlled way.

Using Technology and Digital Tools to Transform Public Employment Services: The Experience of the USA

Job seekers, working learners, and displaced workers are turning to employment service organizations for help navigating complex issues at the intersection of life, learning, and work. How are employment service agencies and workforce development organizations keeping up with the shifting needs of workers and learners? How can public employment services keep up with the pace of change? Technology can help. The objective of this panel is to explore best practices and discover resources to help build digital capacity and integrate technology to improve outcomes, through examples of how technology can improve service delivery, data analysis, organizational management, and collaboration.

Changing Perceptions: How Talent is Viewed in the Labor Market

It’s not just the nature of work that’s changing; so are how people find jobs and how companies find talent. How does the perception of talent affect the way that firms search for Talent? Regardless of what platform or technology is used, employers’ perceptions are at the core of how they effectively attract, recruit, and retain talent. The panel will highlight the way that firms search for their talent, the way countries can promote their talent to increase foreign investment. Additionally, the panel will inquire to those perceptions and industry best practices for talent matching.

Data & Measurement by Willem Pieterson

The role of data and measurement. It breaks down in three key sections: (i) setting goals and defining key performance indicators to measure the PES’ performance; (ii) collecting data, either by extracting it from IT systems or otherwise; and (iii) the use of analytics to analyze data and drive innovation. This includes advanced analytics such as artificial intelligence (AI), machine learning and deep learning.

Public Employment Services: Working Toward the Future

Develop a road map to advance the areas of success for Public Employment Services. Understanding employers needs, good quality and well trained staff, digital technologies and managing performance of services to employers.

Travel to Washington DC from Dulles International Airport

Metrobus
  • Metrobus route 5A for service to L’Enfant Plaza in Southwest DC. The bus picks up passengers at Dulles’s ground-transportation curb 2E on the arrivals level and makes four stops en route to the city. Cost per passenger, $3.10; travel time, 50 minutes.
Shuttle service
  • GO Airport Shuttle - 24/7 airport pick up and drop off with private cars and shared vans.
  • Super Shuttle - rides from airports around the world. The fare depends on the destination to and the number of people coming with you. On their website, fares into the city start at $19 for the first passenger and $10 for each additional passenger, so the total cost depends on the number in your party. To get a better idea, you can use their fare estimator. They also offer direct express service (1-3 people) for $60. This is a private vehicle for you and your family.
Taxi

  • Washington Flyer Taxi operates exclusively out of Dulles International Airport. There are no reservations required and taxis are available 24/7 every day of the year. Rates into the district run on a meter, and you should expect to pay between $60 – $80 for most destinations in and around downtown DC, making this one of the more expensive options.

  • Payment is easy as Washington Flyer Taxi accepts cash, credit cards, and airline vouchers. To find the taxis, follow signs towards Ground Transportation to Doors 2 or 6, where you can find a representative 24 hours a day.

  • The closest metro station to the Hall of States is the Union Station (701 First St NE, Washington, DC 20002, USA).

In the Registration Confirmation email you received from NASWA Meetings after registering for the conference, follow the instructions to modify your registration. You'll need your confirmation number and the email address used to complete the registration to modify your registration. Click, "Cancel Registration" and follow the instructions to complete your cancellation.

Attendees who cancel and do not transfer their registration will be charged a $50.00 processing fee for cancellations/refunds requested on or before 14 days prior to the start of the event. No refunds will be made for cancellation/refund requests received within 14 days of the event.
